BRIEF BIOGRAPHY

Curtis Lowe is a Director of Supervision & Regulation at the Financial Services Commission (Barbados). His responsibilities include the Credit Union, Insurance, Securities and Pensions sectors.

Curtis is a career regulator with over twenty-five (25) years’ regulatory experience. He has extensive experience as a senior regulator at the Financial Services Commission and the Co-operatives Department. He has built diverse regulatory and supervisory teams and led the implementation of modern systems and frameworks to enhance the operational resilience of regulated entities including the transformation of the regulatory regime for Barbados’ credit union sector.

A graduate of the University of the West Indies, he was appointed Manager Credit Unions at the Financial Services Commission in 2013 and was responsible for the establishment of the Credit Union Division. He was promoted to his current role in 2024. His role involves inter alia, leading cross regulatory consultations, responsibility for the Commission’s supervisory framework and policy formulation and formulating legislative recommendations for enhancing the overall system of prudent regulation of relevant entities.
